Why don't States change the ballot deadline with a grace period for the change in Postal operating procedure. Give ballots an extra week to be final. It means the election results will be preliminary for a short time, but this is acceptable to get every vote counted. Democracy is more important.

Third grade is the wrong age to retain children in school. They're more closely bonded with their social group, and then left behind to re-bond with younger children. Age groups are important for children. It's better to test and retain earlier, the impact should be less on a child's outlook.
