Ive reported a couple of vehicles for obstructing pavements and they've been acted on. The key seems to be evidencing that its there for some time.
In a decent and fair society that report would turn into a fine and points for obstruction.
Maybe the correct thing would have been too submit a photo to tbe police portal or ring 101.
