What really annoys me is when a small group of ppl on bikes steam past close enough to touch me rather than allow space as they'd expect a driver too.

Ive reported a couple of vehicles for obstructing pavements and they've been acted on. The key seems to be evidencing that its there for some time.
In a decent and fair society that report would turn into a fine and points for obstruction.
