On obligation of differentiation, I will let the law of armed conflict experts weigh in. From my reading over the past two plus years, it is a βyes, butβ or βyes, andβ situation with lots of discretion for the commander in weighing tradeoffs and interpreting information. Again, not an expert.
Many things here on which I am not at all an expert. Genuine ?: Are or will many data centers be inherently dual-use (used by/for civilian and military purposes)? If so, then the framing is perhaps more neutral than yours β no one is necessarily βhidingβ something. It is simply how things are.
As more governments use AI as parts of intelligence and policy, how are data centers not part of a countryβs C4I infrastructure and therefore a rational and potential military target, depending on oneβs policy aims in using force?
