The whole WikiLeaks/Collateral Murder episode really brought this to a head for me, because so many people getting worked up about it could've engaged in the national security debate around airstrikes and civilian casualties that had been going on for years, but they just....didn't.
...but there was so much less political cover for the people arguing (correctly) that avoiding civilian casualties reduces our own casualties, and just makes the entire job easier.
And that's because so many people on the left haven't updated their view of the military since Vietnam.
This is why I was driven so nuts by a lot of the discourse during the GWOT. There was a ton of political cover from the right for people who wanted to throw the ROE out and run up those civilian casualty numbers to show what tough-minded warriors we are....

I think the primary criteria is if the political context of the conflict is such that the side we favor is the one being transgressed against vs if we would be doing the transgressing.
Ukraine 2022 and Afghanistan 2001 were obvious Yes's. Iraq 2003 and Iran 2026 I think are obvious No's.
