the $400 billion figure is the amount that China theoretically agreed to in 2021 over a 25 year period. the amount *actually* spent so far is something like $3 billion, we think, or roughly a third of the direct cost of the Iran war to the U.S. so far.

Huge taxpayer-funded incentives are supposed to be for some local taxpayer interest, like jobs, but here the figures are so off that itβs basically, as the article says, just a way for these firms to pocket millions in taxpayer money.
