Don’t get me wrong - I want locational marginal prices on the distribution grid to help make 3rd party programs deliver the most value - but prices alone don’t address the multifactorial of local physical constraints and utilities socializing costs w/ regulated rate of return.
How does he address that not at all consumers are price sensitive and others are extremely bill sensitive with little ability for flexibility (low income renters)
