A Ban of Campaign Spending by PAC/etc. as soon as an elections is called (where election dates are not fixed) In the USA you could pick a date, I would suggest when Primaries are over.
Campaign Donation Limits.

They are owned and controlled by some of the wealthiest people that have ever lived on this planet. They will have insurance, although war risk is a question, but none the less they can afford to rebuild them.

I think from a human perspective defending the people of the countries where those data centers reside is a far higher priority than the data centers.

Data Centers are things and can be rebuilt. If properly designed they will have redundancies and backups elsewhere.
