Oh I do this all the damn time. It's even funnier when they're like "I know you", they tell you their name, and it takes like 30 minutes of extra convo to work out who tf they are lol.

If it's sent out in mass to users, unsolicited, it's considered "spam", by the literal definition of the word.
Not to mention, if you're automating it, it could likely fall under the addon policy

We have the ability to turn off guild invitations which is a great enhancement to prevent that stuff... But going further and sending out whisper spam to go along with it.
Not to mention, "oh we're a friendly community", except your actions speak differently.
Screw 'em. They're harassing people going about doing their own thing with spam. It's unwanted and just generally disgusting behavour.
If they chose to do things against ToS, it's their own risk. Don't do it if you're afraid of being banned, simple as that.
Frankly, I actually report them for spam.
