editing video, but when I’m designing a newspaper and tell the photo desk that I need a shot from Dover, the editor would have to deliberately look in the archives to end up with a “file photo” from an earlier event. Live photos arrive in a different place in the system.

The thing that's most damning about this from a media ethics standpoint (yes, I know) is that most of the audience and Trump supporters probably wouldn't have noticed the ball cap. But the people at Fox News knew it was a bad look and they made an active potter box decision to run the old footage.
