Me personally, bought a brand new bike, got my license and pay for tier one insurance. I also live in Bangkok where traffic is no joke, and commute to work everyday. So for me better safe then sorry.

Yea same goes here renting bikes is cheap, used bikes are cheap. The point of the license is that your covered, no chance of fine etc. If your on the proper visa, there is no reason not to have one for insurance purposes. Simple road test and online exam. But it's up to each individual in the end.
