OLYMPIA -- An advocacy group is accusing unknown actors of orchestrating widespread fraud in the Legislature's official public comment system, alleging that tens of thousands of sign-ins opposing the "millionaires tax" proposal include mass duplicate entries and more than 100 confirmed impersonations -- including a former member of Congress and a sitting state senator. At what organizers called an emergency virtual news conference Monday, Invest In Washington Now said it has asked Attorney General Nick Brown and House Chief Clerk Bernard Dean to investigate what thev described as "illegal tampering, fraud and impersonation" intended to artificially inflate opposition to the high-profile tax proposal. The allegations undercut a central political argument against the income tax plan, SB 6346. Opponents have repeatedly cited unusually high volumes of public sign-ins opposing the bill as evidence of widespread backlash. Supporters now argue the integrity of those figures - and possibly the legislative record itself - is in doubt Invest In Washington Now, a group that advocates progressive policies, including the proposed 9.9% tax on income over $1 million, said it confirmed over the weekend that more than 100 individuals were falsely signed in without their consent. Those allegedly impersonated include former U.S. Rep. Derek Kilmer and state Sen. Victoria Hunt, D-Issaquah - a co-sponsor of the measure - along with teachers, union leaders, advocates and other elected officials. The figures are considered preliminary and are expected to increase, according the group. Beyond those individual cases, organizers said they identified 37,824 additional opposition sign-ins generated through thousands of duplicate name submissions across House and Senate hearings combined. In more than 15,000 instances, they said, identical names were entered repeatedlv - sometimes 5o to 100 times. Many of the submissions were filed late at night or in rapid succession.

"This is not just inflating and padding the numbers," said Heather Weiner of PowerHouse Strategic, speaking on behalf of Invest In Washington Now. "It's misleading lawmakers and attempting to influence how they vote." Weiner said the group downloaded publicly available sign-in data from legislative hearings and analyzed it to sort identical entries. In many cases, she said, they cross-referenced the state voter file and found only one person in Washington with a given name, such as Kilmer's, and that person had not submitted a comment. With no other matches for the name, she said, the duplicates appear to be intentional, not accidental clerical errors. Kilmer, who now lives in D.C. and is the senior vice president of U.S. program and policy at the Rockefeller Foundation, confirmed with The Seattle Times Monday he had not signed in to support or oppose "any legislation in Washington state" in his professional or personal capacity. Hunt said she was alerted over the weekend that she had been signed in as "con" for a House Finance Committee hearing. The entry listed her organization as "State Senator.' "I don't know why a senator would sign into a House hearing in any event," Hunt said. Because Hunt has a relatively common last name, Weiner said the inclusion of her legitimate title suggests the submission was deliberate rather than a mix-up. Washington law prohibits state agencies from sharing information with federal authorities for civil immigration enforcement. Last year, KING 5 investigators revealed Immigration and Customs Enforcement had accessed Department of Licensing (DOL) data to locate immigrants. The state later announced the state had stopped that access But the UW report found Customs and Border Patrol agents were able to obtain driver and vehicle information through a separate system known as ACCESS - a law enforcement messaging network operated by the Washington State Patrol

In a newly confirmed case, video obtained by KING 5 shows a car with smashed windows pulled to the shoulder of Interstate 5 near Federal Way. University of Washington researchers say the stop from December was done after U.S. Customs and Border Protection ran the car's plates through a request for information maintained by the state.

Angelina Godov, director of the UW Center for Human Rights and lead author of a January report on the issue, said the incident reflects a broader pattern. "That case appears to be an illustration of a pattern that we see time and time aqain - a vehicular arrest on the road. car abandoned there," Godoy said. "When we dug into the records, it showed prior to the person's arrest there was a CBP request for their data from the Department of Licensing."

After an investigation & public outrage, the WADOL cut off #ICE' s access to driver data, but didn't for CBP, who used it for deportation.

These are staggering levels of incompetence from leadership at the DOL, & a clear violation of Keep WA Working.
