Maybe this is just me, but I kind of think massive military operations, in which we're demanding unconditional surrender as the outcome, probably should be authorized by Congress.

Further, please explain to the American people that we're not "at war" so there's no reason for Congress to authorize this action, while we demand the total capitulation of another nation state. That's unequivocally a war aim. There is no other description.

Also, given that the only ally we've got in this war has shown a willingness to flatten their own territory in pursuit of a genocide for which their leader is still dodging international courts, what's the actual incentive for any Iranian leader to surrender?

I dunno, man, seems like our melding of GWOT "kill all the leaders, every last one, as soon as they poke their heads up" tactics with demanding the absolute capitulation from a nation-state, which would have to be offered by a leader who can speak on behalf of said state, are incompatible.
