Weird the vet was confused - there are definitely known causes and treatments. There are veterinary dermatologists - might be good to check with one.
I had a cat who did that. Our vet had us try an allergy diet (which I can't remember now), meds for mites in case that was the prob. We think it was stress. His best cat bud had passed recently. We used pheromones and made an effort to play with him more. Eventually he stopped.

A squirrel sat on the ledge of our rented cabin window, so close his fur poked through the screen. Our cat sat on the inside, gently brushing the fur with his paw. Squirrel was unbothered.

While driving home on an extremely hot day, I heard a BANG. I didn't hit anything. Nothing was around. Pulled over and there was no damage to my car. Next day thought, "Why does my car smell like raspberries?" Very happy to have a plastic liner in my trunk.
