The risers or the pods?
I expect this will change in the next few decades and become common in the UK as has happened with bathroom and utility pods.
I've seen one example of prefab'd riser construction, including heating, cooling, BCW and drainage plumbing, in a development in London. The design was seen as over engineered, expensive and with limited suppliers not currently the preferred solution.

Stop liking candles is probably the best advice rather than getting an extinguisher. Candles are also awful for air quality.
