While I'd argue the slow economic decline started in the 80s, the 00s is when it began to be more noticeable. Being from an automotive town, one of the major employees filed for bankruptcy in the early 00s. Then the 2008 crash only further solidified it.
I think a good part of it had to do with world events as well. In the 90s we saw the start of outsourcing to Mexico, and the 2000s continued with outsourcing to China. 9/11 happened which unfortunately brought a wave of xenophobia and began a more mainstream attack on Muslims in the country.
