Moral and legal are entirely separate things. In a fascist state, more so.
So I’d say the opposite. If you can take action that is moral and illegal … do so deniably, if you can. And if you can’t … avoid getting caught.
Being trans in public will be an illegal action shortly. Harboring enemies of the state, such as Anne Frank, is illegal. Giving water to immigrants so they don’t die of thirst is illegal, as is giving water to people waiting to vote.
