My favorite definition is from Richard Rumelt, who says that a strategy is made up of three elements:
1) a diagnosis
2) guiding policy
3) coherent actions
Both of his books are very good. He spends a lot of time snarking on CEOs who don't know what strategy means, which is fun.
robots.txt has always relied on voluntary compliance and being a good web citizen. Unfortunately it sounds like now yet another thing those with even basic sites will need to deal with.
