Interesting debate. But @hern.bsky.social - you seem to think about it as a P x Q issue: Govt can increase the price, or restrict quantity. Reasonable for many goods. But with consumer goods, the govt can influence the demand side, ie shift consumer preferences. Like making smoking โless coolโ etc

I was just googling (but canโt find right now) - how the Govt classify documents and the implications is public. Canโt remember exactly for HMG, but you can look online. But I know global banks Iโve worked with had classification systems where the top secret category was physical storage only.
One thought I had on an innocent explanation is that it had been misclassified, i.e. it was not actually Top Secret, and shouldnโt therefore be retained only as a physical copy (or didnโt need to be retained after a number of years)? Not unusual (eg for global banks too) to delete the digital copy.

Too sensitive to retain digital copies - greater risk of loss.
Some super confidential documents will be stored only as hard copy to prevent cyber attacks. Itโs standard practice (the same also in some banks Iโve worked in).
I hope you continue to post here. I find the debates and articulation of arguments and analysis by high-quality journalists (eg FT, Guardian, Politico, WSJ), academics and commentators- such as yourself - a great advantage of BlueSky. But it does attract numerous rude people. (Block the worst!)
Thank you for posting here. I appreciate good journalists posting on BlueSky though there does seem to be an inordinate number of vicious responses. An advantage of BlueSky is that you can block people out. (But I can see that might not be a comfort fully).

Agree. A govt with a deliberate direction will look to build a policy platform to win next time. So that means an overall portfolio of โmostly left, a few centristโ policies. But one dragged there wonโt have control to build a balanced portfolio. Itโll be an amalgam of backbenchersโ hopes and fears.
