it's an upsetting conundrum because like... you can decide that Rules Are Fake and just hop back in a vehicle, license or permission to drive be damned! and once someone decides to see things that way, it's very, very hard to change or prevent that behavior.

her license has been suspended and she STILL drove... enough to be charged for driving under suspension *ten* times! and denying her access to a vehicle? she was charged for driving a vehicle without the owners' consent / driving a stolen vehicle 4 times. some people just ignore all legal restraints

unfortunately it looks like she was caught/charged for driving with a suspended license 10 times and driving a stolen vehicle/ without owner's consent four times, which makes me think that license confiscation wouldn't be the deterring factor we'd like it to be.
