I sincerely doubt tRump will ever pay back the tariff money to anybody. Instead, he will appeal, and then appeal to the Supreme Court who will "slow walk" it for more than a year. IMO, tRump will stiff US taxpayers like he stiffed contractors, EG Carroll, and the government of Puerto Rico.
