The reality: extreme risk laws are saving lives every day in states that enact them.

If you follow the news in the wake of horrible mass shootings, or if you know (as too many of us do) someone who died by gun suicide, you know there are often warning signs.

The gun lobbyists who make a living by pushing for more guns, for everyone, no questions asked in Missouri are busy this election year. The multiple versions of this bill all pretend that extreme risk protection orders are the enemy. And that the US government is the enemy.

The key moment for me at the hearing: where the committee vice chair pointed out that NONE of the officers in his community who he's in close contact with support SAPA legislation being resurrected. It's asking a lot to get lawmakers to vote against their local law enforcement leadership.

The hearing went long--but not because there were many people/organizations in attendance. It seemed to me that the supermajority members of the committee had extensive, varied questions about the bill. They raised problems and a few even poked holes in the sponsor's talking points.

One additional gun lobbyist (Susan Myers) testifies on her strong positive feelings for SAPA because it's the extremist gun bill she "cut her teeth on."

She cites permitless carry as something law enforcement also opposed before Missouri enacted it.

She wants SAPA with strong penalty language.

Dorr seems to suggest it's a stretch.

It says "no person" in the bill, says Veit. It creates possibility of action against individuals.

It is not the feds telling local police we are conscripting you. It's that local police see people violating federal laws and they are prohibited from tracking and reporting that crime.

Dorr agrees with Smith's characterization. Perhaps Missouri laws could be changed, Dorr suggests.

Smith says there are certainly violations of federal law that Columbia police are tracking, and they would be unable to report to the feds.

Raising the question we heard in an earlier SAPA hearing this session, Costlow raises the concern for insurance costs rising.

Dorr claims that again this was not an issue. Here, he contradicts everything we heard from police and sheriffs in 2025 who opposed the bill last year.

Rep. Simmons recalls when Jered Taylor carried SAPA and underscores what they all said about the law back then. And the key part of this law is the "anti-commandeering" precedent.

Dorr says we have a real problem to guard against a "hostile administration."

Rep. Jobe says the bill is more expansive than applying to officers. It applies to those with federal firearm licenses too--HB 3070 applies to *any* individual including gun dealers.

When the law was on the books for 2 years this was not a problem Dorr claims.

Questions for Dorr from Rep. Matthiesen on the reference to Jackson County law (and preemption). We have to have penalty provisions, Dorr says, for local entities in violation of Missouri law.

(It is not accurate to say St. Louis and Jackson County are in violation of Missouri preemption law.)

All aid can still be received from the federal government, he says. Money, databases, black helicopters, Dorr says.

Answering a question that no one asked today, he says this bill does not open up individual officers to lawsuits. It wasn't the SAPA law, it was "words in the law" Dorr says.
