The right to lie can be limited by simply requiring anyone with net worth above a specific amount or anyone who holds elected or appointed public office to preface statements of fact unsupported by empirical evidence with, "In my opinion." That old truism, "Power corrupts, and absolute power corrupts absolutely," is a good assessment of human nature. Democracy - which we in the US have never known for real - is a hard thing to make work, but I think it's really the only option leading to large numbers of people pursuing happiness.
