Today, I sent a letter to Mayor Bowser outlining my top priorities for the budget to empower all DC residents to prosper & set our city on a strong course.

That’s why I introduced this important emergency bill that the Council unanimously passed yesterday to ensure the release of MPD body-worn camera recordings when our officers are present during a federal agency use of force incident.
The public deserves transparency when there is a use of force incident involving a federal agent in our city.
When a federal officer engages in a serious use of force, the public has a right to see that footage. Thank you to everyone for your support as we continue working every day to ensure everyone in DC can be safe.
Today, the Council unanimously passed my bill to provide transparency and accountability to what is happening in our streets by federal agents.
Today, the DC Council is going to vote on my important emergency bill to increase transparency and require the public release of MPD body-worn camera recordings when there is a serious use of force involving a federal agent and an MPD officer was present.
Transparency when there is a use of force by federal agents is essential for the public and for the families who are affected.

So great to honor the incredible advocacy work by DC families, teachers, and advocates who have been part of “Recess at the Capitol,” which works hard to ensure our kids and schools are protected and supported even in the face of federal interference in our local budget.
More to follow up on. Thank you to everyone who came to testify and share your experiences and concerns. We will keep pushing to ensure every person in Washington, DC is safe.
Transparency: The public needs access to body-worn camera footage when a federal agent uses force and MPD should be collecting and sharing information on which federal agents are here, where they’re being deployed, and how many arrests are being made.
Immigration Enforcement: We need to ensure there is no coordination by MPD for civil immigration enforcement especially given the many federal agencies that are deputized to work on immigration by this Administration.
Federal Officer Involved Shooting Investigations: There have been 3 federal officer involved shootings in DC over the last 6 months. The public needs answers on these cases and a fulsome investigation and release of body worn-camera footage where available.
Three main takeaways on the federal presence in our city:
Transparency will help lead to justice.
We just wrapped up our nearly 12 hour hearing on public safety agencies including the Metropolitan Police Department.
If an MPD officer is present when there is a serious use of force incident involving a federal agency, the public must have access to the MPD body-worn camera footage to better understand what happened.
My new bill enhances transparency by requiring the release of the footage and incident details.
I will also be discussing my new bill I announced yesterday that will enhance transparency with federal agency use of force incidents by requiring the release of MPD body-worn camera recordings and incident details when MPD is present.
I will be questioning MPD Interim Chief Carroll about MPD’s coordination with federal law enforcement, staffing issues, and its progress in crime reduction.

As the federal interference in the District continues to undermine public confidence, my bill will foster accountability and build safer, more collaborative communities.
Our local Metropolitan Police Department works hard every day to protect the public and maintain community trust; we must ensure that the public has access to information and transparency when federal agents use force in our city.
* Requires a roll call record of all federal agents in attendance at daily MPD roll call to provide transparency with MPD joint patrols with federal agencies.
* Requires that MPD’s public database of MPD body-worn camera recordings and names of all officers directly involved with an officer-involved death since January 1, 2026, include names of directly involved federal law enforcement officers, as available.
For body-worn camera recordings involving an officer-involved death, the decedent’s next of kin must provide consent for the footage to be released. For recordings of a serious use of force incident, the alleged victim or guardian if the victim is a minor must consent to its release.
* Requires the public release of MPD body-worn camera recordings of all officer-involved deaths or serious use of force incidents as well as the names of all officers involved when available and a description of the incident.
