The sense of the conversation between them is a bit like Odo is telling the king that SOMEONE has eaten all of the oatmeal raison cookies, and the king is feigning innocence. On the other side of the king, Robert is reaching for his own sword. He looks surprised. Apparently the oatmeal raison cookies were very popular, and he's distraught to learn that they're gone.
