I don't want to seem down on COT civil servants; they make the city what it is, I enjoy the output of their labour every day. But where it's clear the city should be better, the mayor has to work, push, cajole (and now on some issues just dictate?) for that change.
Yes, but there are some clear directions for improvement where there's a broad public consensus (e. g more public restrooms, denser development) yet inertial resistance to be overcome (e.g Councillor Holyday, rigid civil service mgmt). The leadership's job is clear: make a consensus & get it done.
