it is clear that the Cabinet Office does not have a grip on what government spends on consultants'. Overspend on consultants could be recouped by further staff cuts which would be ridiculous. Instead of cuts, the UK civil service should be training people so that we don't need consultants.

The NAO say that HMRC collected an extra £16bn from big businesses last year as it took a more hands-on approach, using dedicated officials to chase unpaid tax. This shows that if you fund the HMRC, that is if you support PCS members in the HMRC, then you get that investment back manifold.
