When I was a Hill staffer in 2009, a Dem trifecta was trying to pass universal healthcare. In response, Senate GOP released a memo detailing all of the tactics they in the minority could use to delay the effort as much as possible. I'm recirculating that 2009 GOP memo here. It’s hard to have messaging when the other side just flat lies all the time and uses inflammatory rhetoric all the time and your base is very diverse and all demand to be focused on and won’t compromise for anything and you have to be the only adult left and run the government and keep the lights on
