3) how is school segregation playing into this?

So many thoughts on this. 1) the growth states strike me of having nowhere to go but up 2) absenteeism may be part of it but I think the larger problem is that families are struggling so students are struggling. I have never had so many homeless students as I have in the past 3 years.
