But the larger point here is about Johnson. He knows Gonzales violated House ethics rules because Gonzales admitted it. He knows how small and close knit house offices are. He knows what it’s like to be in an abusive relationship (see: his relationship with Trump.).

There is a deep structural problem with the way House employment processes work, specifically in the way that each individual House and Senate office is its own enterprise. We have common policies but no common enforcement. An employee who is harassed has very little recourse.

To put some more color on this: no one is calling for Tony Gonzales to step down because he cheated on his wife. It’s because he had sex with a subordinate. That is a violation of House ethics rules and is a terminable offense in any functioning corporate office.
