Ah i see! In many case, yes, but meristem size is also regulated by multiple pathways to triple insure the size and domains are right, so it could be something in the not that important pathway that can enlarge it a little bit but still can't go crazy because other things are still intact.

Super cool snapdragon update:

I cut off the apical meristem of my tricot snapdragon and initially its first leaves from lateral meristem were paired, but now each branch throwing triplets, and three branches per node! A TRUE tricot bodyplan!
