ACCV operates under HHS. The medical claims review is also under HHS, so all the doctors could be replaced on this reasoning.

If Trump seizes all this power, the whole structure fails.

Sure seems like it under the near-certain outcome of Trump v. Slaughter in expanding executive power, as Justice Sotomayor pointed out in oral arguments December 8th.
