The formula is this: divide the value of that country's exports to the US by the value of the US trade deficit with that country.
Just in case you're wondering how the Mad Emperor calculated these 'tariffs' that other countries supposedly change on US products (and don't) which he claims the US is merely 'reciprocating' (a lie).
