Thanks for writing this. Open data helps me see if I should trust or care about a particular study. If full data are crap and the paper shows amazing things, if not enough data was collected. Without data papers are nothing but illustrated essays. I see great value in having access to it.

ZonMw and the Dutch Research Council have published their action plan for reforming research assessment, in line with CoARA principles.
The plan includes actions around reviewing and refining the evidence-based CV and exploring #openscience practices in grant evaluations.

If orgs spent 4000 in personnel time preparing their proposals on average, then this mechanism actually reduced funding for open science.
Open science is extremely underfunded.
