At Essex CC I voted against the deeply irresponsible budget from the Conservatives and for improvements proposed by the Lib Dems. Their budget creates a potential black hole deficit of Β£279 million in three years. The Lib Dem plans would have fixed some of that.

Not sure you should read anything into this, to be honest. Council structures will make limited difference to ANY policy objectives.
I think five will make it easier to deliver integrated services than three or four. But which politicians are in charge will make more difference.
