Conflating. That argument is irrelevant. We were never going to recreate everything in Fiori.
Confused as to why you think GUI is a deal breaker here? GUI is only needed by the flexible workflow developer. Fiori is used by the flexible workflow key user (Manage Workflows app) and business user (My Inbox etc). Clean core is about upgrade-safe. It's often enabled by, but not limited by, UI.

It's an option. There's still a lot to clarify in clean core. So many development techniques! Flex workflow predefined is Tier 1. Custom flex workflow is in a grey area.
No not classic workflow. Classic works ok in S/4HANA but it's the ongoing requirement for a workflow developer and the reliance on older coding techniques that puts that into Tier 3. So fine to use existing but avoid creating new ones.
No in Public Cloud you would have to go to Build Process Automation
Once you have set up the custom flow in SWDD_SCENARIO to define start conditions, step types, step conditions ....You manage the workflow scenarios in the Fiori app Manage Workflows. So that's all fine. If you want to show approval details your app needs to know which flow is to read
Flex workflow is ok & clean... Just not very common to create custom. Have met a few people doing it custom now. And there is some documentation.... Not much to it.
