Averages mask the devastation for people who don't live on the coast.
I am not sure people who live in the Bay Area grasp what a Central Valley utility bill looks like.
I am sure the commercial solar guy knows, not sure he cares.
What percentage of Californians live in coastal areas with very low usage versus Californians who live in places like the Central valley with very high usage?
