The 5th circuit in a divided decision has ruled the government may hold immigrants in ICE detention without a bond hearing. A bond hearing doesn't guarantee release but does require the government to explain why continued detention is justified. It appears the 5th circuit wants those camps full.
Last April, at the Border Security Expo in Phoenix Arizona acting director of ICE Todd Lyons told attendees, "We need to get better at treating this like a business." He called for a deportation process like (Amazon) Prime but with human beings. DHS has purchased 3 facilities towards that goal.
