When driving for work in Blue Island yesterday morning, I came across a small group of Monk Parakeets!
I'd never seen (in person) the ones in Chicago before, so this was a real treat. There were about 7-10 of them I could see; this was just in front of Paul Revere Intermediate school.

Is it a laptop your SIL is having this on?
If yes, I'd check the power management properties in device manager on her wifi adaptor.
Some of them default to "allow the device to turnoff to save power", uncheck that for sure.
Also try disabling "WiFi Sense" fixes it (requires restart).
