This can’t just be a "review for review's sake" or a bureaucratic exercise. It must avoid the "accountability trap": focusing only on gaps without fostering real change. Instead, it should highlight successes to inspire action, strengthen international cooperation, provide tools and recommendations
With PBL, we believe the Global Review can and must be reinforced, and: (1) ensure transparency and inclusiveness, involving diverse stakeholders (2) be based on many robust references (and not only national reports) and (3) inform further action, not only be a static report
The modalities of the Global Biodiversity Review should be adopted at COP16 (bis) in Rome, and it should kick off a 2-year process leading to COP17 in Armenia. This mechanism must track progress, identify gaps, and build momentum for stronger action.
