Idk how it works out of France, but that wouldn't be surprising if it was similar. In France, for something like that, if you got paid and signed a contract that said he could publish the photos, it's his right. But if you didn't sign anything, then you can say no for privacy whenever you want!

1) They wanted it in the first place, so they should warn the artist about that, so they know what they're working for, they will adapt the drawing for a shirt, and the price may change if it's for personal use or for a company (2/3)
It depends. In France, there are laws for those specific cases. Long story short, a customer can't do that without the original artist's agreement (written agreement is better. Only the artist can use one of his drawings (even if it was a commission) to print it or use it however he wants. (1/3)
