As for Duolingo. It's not a perfect tool. What I like most is how accessible it makes repetition, which is what you need most. I practice anywhere between 15 and 45 minutes a day. Am I "fluent" by the popular definition? Absolutely not. But I CAN quickly recall the 2000 words I do know
First of all, "fluency" is kind of a misused word. Most people think it means being able to speak like a native. Linguists refer to it more as "how quickly can you access the knowledge you already have?" You can reach the latter with almost any tool depending on how hard you work at it.
Been studying Mandarin Chinese for over 3Β½ years. I mostly use Duolingo. It's not a perfect app, but the best thing is how easy it is to practice. Looking back, being able to quickly practice over and over again really helps the language stick.
