I should add that any senate move to decouple probably triggers a shutdown or necessitates a CR because senate passed bills would need to be sent back over to House if negotiations do happen. So maybe Rs opt for a short term CR to work this all out.

They’re combined in the senate currently. House peeled the dhs bill off the package to help manage the politics. They could be separated again, but senate will likely need to do some sort of negotiation in order to pass a dhs approps bill.

The move would resurrect a decades-long effort to abolish townships, a centuries-old form of government that has perpetuated itself by providing powerful fiefdoms for local politicians and a place for nepotism and double-dipping. Critics argue that township services could be accomplished less expensively by cities or counties at a savings to property taxpayers.
