Sure, there are "cruiser rules" in the London declaration but these have been so frequently violated that they can't be called part of customary international law.

Trump’s Iran War is not going to be ending anytime soon. And calling for a country to surrender unconditionally means it is unarguably a war that requires a declaration of war.
Preemption is a very narrow case and it is questionable to apply here. Israel has a very credible deterrent.
A "duty to protect" the Iranian people case could also be made (e.g. Libya, Bosnia).
But the Trump admin forwarded nothing to substantiate either case or forestall the war.

My guess is they are saving anti ship missiles. Ships hit this far seems mostly to have been hit by drones.
Finding and targeting the USN may be tricky. USN likely stay far out and while Iran has friends that can find them it is an act of some political significance to hand over the coordinates..
