Ofcom's final code have gaps which may allow these services to exempt themselves from their duties. The purpose of B. Morgan's amend. categorising based on small or high risk services intended to bring services into scope of the regime's strongest duties.

Gov. minister Feryal Clark states at this morning's DL Committee that categorisation thresholds for the UK's #OnlineSafetyAct will fail to capture small but risky services, emphasising they will have to comply with relevant illegal and children's safety duties.

Our initial read of Ofcom's Illegal Harms Code is that gaps in Ofcom's approach remain.
