For centered 12 month average of World C plus C minus US tight oil it was March 2017 for the peak. For World C+C conventional last tight+ XH oil the annual peak was 2016. Based on data from EIA, and Canadian NEB and using Jean Laherrere's estimate of extra heavy oil output from Venezuela.
