Very good article, but it does not mention that the federal gov't regularly ignores its own legal deadlines, and often will not act until someone sues. Some species have been in legal limbo for over a decade.
18 years ago I was in Kosovo when they declared independence and a new country was born. I will never forget the hope, the gratitude and the tears of joy on peopleβs faces that cold winter night, as they became a self-governing, democratic, pluralistic independent state. Gezuar Pavarsia!
