Mississippi makes it harder than almost any state for districts to access funding for school buildings despite rigorous research that demonstrates substantial academic, community + adult benefits. This program would cost the state *nothing* but yield millions for poorer districts. Shame it died.

Hard to tell, but this kinda reads as if the Department will also not be reimbursing states that have already reimbursed districts for their spending (even within original legal timeline) but have not yet drawn down funds from the state. Does anyone have clarity on that?
