They probably just wanted to ship VScode with a built-in planning agent.
So, they added their own โPlanโ mode (custom agent) and you can actually click on โconfigure custom agentsโ and see how itโs done and compare it to yours to see what they are using e.g. workflows, handoffs, etc.

When docker was installed MCP configuration was empty and I can access the page but MCP API was not installed.
