Leider kann ich eine interessante Studie hierzu nicht mehr finden. Es wurde analysiert, ob eine Förderung ingesamt Geld kostet, oder ob sie Geld zur Verfügung stellt (einfache Rechnung: wieviele Arbeitsstunden fürs Schreiben aller Anträge und wieviel Ausschüttung). Sollte immer analysiert werden.
