Nothing about it on Memory Alpha, but I’d say it’s a fashion choice. However, it seems more common to be worn by subordinates - Quark and Brunt don’t wear them. I don’t think the Grand Nagus does either. It could be more formal, so lower workers wear it out of obligation.
